Is the date on that Bushism correct? It would be fascinating if he was already working within the narrative of rogue leaders using WMD against the US before 9/11. Golly, and all this time I thought that the invasion of Iraq was a direct response to 9/11, necessary after the terrorist attack.
Color me silly.

This Bushism was from July '01 and was talking about how rogue leaders with WMD pose the greatest threat to nations. A little spooky to me in its overly prophetic nature.
...almost as if some decisions were already being made...
